Understanding Consent Verification Results
Pass, Fail, Inconclusive, Not tested, and Error meanings.
Last updated 2026-10-31
Browser scans can include a Consent Verification section.
Outcomes
- Pass — scenario completed; for reject/withdraw, no new optional tracker was observed after a verified rejection where applicable.
- Fail — optional tracking observed before a choice, or after a verified rejection or withdrawal.
- Inconclusive — a control was clicked but consent state was not verified as expected.
- Not tested — control not found, or depth skipped the scenario (Quick skips reject/accept/withdraw).
- Error — the scenario stopped unexpectedly.
Important considerations
- Detecting a banner is not the same as proving every third-party honors consent.
- Existing cookies that do not newly appear after a choice are not treated as new tracking.
- Notes are technical observations, not legal conclusions.
