Manual checks

1. Open the site in a clean profile.
2. Confirm the banner renders.
3. Accept, reject, and save preferences; reload and confirm persistence.
4. Reopen preferences and withdraw or change choices.
5. Confirm Consent Logs receives events.

Scanner checks

Run a Standard scan to exercise before/reject/accept/withdraw scenarios. Interpret Pass/Fail/Inconclusive carefully—banner presence is not identical to enforcement success.
